The Safety of Products and Services act (Law 24-09) was introduced on Aug 17th 2011 as a major contribution to the products and services conformity framework. It defines the role and responsability of each party involved in the process of placing product into the market. Key regulations under this act are:
- LVD Directive No. 2573-14 of Jul 16th 2015: covering electrical equipment designed for use within specific voltage limits (50-1000V for AC and 75-1500V for DC).
- EMC Directive No. 2574-14: covering the Electromagnetic Compatibility (EMC) of electrical equipment.
- Directive N° 3228-13 of 2013 defining the template of the Conformity Mark CMIM
Are there products excluded from the scope of the Moroccan LVD directive?
Low Voltage directive 2573-14 exludes the following categories from its scope:
- Electrical equipment for use in an explosive atmosphere
- Electrical equipment for radiology and medical purposes
- Electrical parts for goods and passenger lifts
- Electricity meters
- Electric fence controllers
- Radio-electrical interference
- Specialised electrical equipment, for use on ships, aircraft or railways, which complies with the safety provisions drawn up by international bodies in which the Member States participate.
- Custom built evaluation kits for professionals to be used solely at research and development facilities for such purposes.
Are there products excluded from the scope of the Moroccan EMC directives?
Electromagnetic Compatibility Directive 2574-14 excludes the following products from its scope:
Radio equipment and telecommunications terminal equipment
- Aeronautical products, parts and appliancesRadio equipment used by radio amateurs, unless the equipment is made available on the market
- Medical devices and to active implantable medical devices
- Apparatus which constitutes a component or a separate technical unit of a vehicle
- Equipment the inherent nature of the physical characteristics of which is such that:a) it is incapable of generating or contributing to electromagnetic emissions which exceed a level allowing radio and telecommunication equipment and other equipment to operate as intended; andb) it operates without unacceptable degradation in the presence of the electromagnetic disturbance normally consequent upon its intended use;
- Custom built evaluation kits destined for professionals to be used solely at research and development facilities for such purposes
- Equipment or parts of equipment subject to specific safety requirements under specific regulations for said equipment or parts of equipment and relating to the same object
What are the applicable Standards?
Applicable standards are regularly published and updated by IMANOR the Moroccan. Moroccan Standards can be ordered from Imanor for a fee.
The CMIM logo combines the letters “C” and the Arabic letter “م” (Mim). According to Directive N°3228-13, the logo must measure at least 6mm in height and be affixed by the manufacturer or exporter in a visible, legible, and indelible manner directly on the product.
At what moment should equipments be marked?
The equipments subject to the Moroccan LVD and EMC directives shall be marked before arriving to the borders. Failing to do so may result into repealing of goods.
Starting from February 1st, 2020, The Authority put in place a Verification of Conformity Program. All electrical equipment requires that any electrical product subject to Orders 2573-14 and 2574-14 must be checked for conformity before entry of products into Morocco.
Third party Inspection bodies have been designated to conduct such verification and issue a certificate of Conformity to be used by the importer for clearance

There are two categories of products :
- Products controlled at the country of export
- Products exclusively controlled at the border of Morocco
