What is the regulation instating the ANRT labels?
The Agence Nationale de Réglementation des Télécommunications (ANRT) issued Decision No. 16 of 2024, which outlines the regulatory framework for the type approval of terminal and radio equipment devices.

What are the ANRT Labeling requirements?
There are two kind of labels:
- The ANRT label for all approved devices
- The SAR label for devices with a transmission power exceeding 20 mW and used within 20 cm of the user, must display specific absorption rate (SAR) information

What is the location of the ANRT Label?
The ANRT Label must be clearly visible on the device itself. If affixing the ANRT Label to the equipment is difficult, it can be placed on accompanying documentation, the packaging box, or an electronic label (if applicable).
ANRT would consider the following situations as difficulties to label the equipment:
- The device is too small to fit the label
- Esthetic and design constraint (Watches, High Value phones..)
- Devices that are not visible to the user
- Industrial chain constraints (devices mounted in vehicles for instance can be difficult to label without risks)
Where SAR label to be located?
The SAR value should be displayed clearly and legibly. The following are alternatives locations where to display the SAR information
- Directly on the equipment
- In accompanying documents (user instructions or manuals)
- On the device packaging
- Within electronic labels (if applicable)
What are the dimensions, the colors of the ANRT Label?
The regulation does not specify the dimensions for the ANRT Label. Dimensions can be adapted to fit the device under the condition that the label stays eligible.
The ANRT label is in Black and White.
ANRT communicated an ai format of the label as per attachment.
What are the dimensions, the colors of the SAR Label?
There is no template for SAR Labeling information. the main criteria is eligibility of the information displayed
What is the enforcement date of the SAR Label?
Regardless of the certification date, a device with transmission power exceeding 20 mW and used within 20 cm of the Human Body must display the SAR Label information.
Manufacturers have been given time to adapt to this provision as enforcement date is May 1, 2025.
What is the enforcement date of the ANRT Label?
ANRT label is enforced on Jan 20, 2025. Devices approved before this date can keep their old label but Manufacturers can choose to affix the new label if they wish so.
Which devices are subject to the SAR display obligation?
Devices with a transmission power exceeding 20 mW and used within 20 cm of the user, must display specific absorption rate (SAR) information
The regulation includes a Non-exhaustive List of devices subject to the SAR Display Obligation, which encompasses, among others, the following devices:
- Mobile phones and smartphones
- Tablets with SIM, eSIM, or Wi-Fi connectivity
- Smartwatches with integrated SIM/eSIM
- Cellular routers and modems
- Walkie-talkies
- Laptops with SIM, eSIM, or Wi-Fi
- DECT and cordless phones
I received a certificate with a typo. Will the revised certificate keep the same ID?
Yes. The revised certificate will keep the same ID
When a certificate is renewed, will the certificate ID change?
It is up to the applicant to chose to keep or change the certificate ID but he should decide before the application is submitted.
I submitted an application, is it possible to get the certificate ID in advance before the certificate is issued?
No; the certificate ID is only disclosed at the moment the cerficate is issued by ANRT
Not respecting the label obligations is a breach of the conditions under which a device has been approved. ANRT will follow the following process in case of breach:
- Give an 8 days notice to the entity effectively in charge of compliance (Manufacturer, importer, Distributor, Reseller) to comply
- If there is no compliance within this notice period, ANRT will apply the sanctions according to provisions in the Telecom act 24/96 which specifies the sanctions for violating the terms of the approval certificates as:
- A fine of 300-1000 USD per terminal equipment violating the terms
- Possibility of seizure by ANRT of the non compliant devices
- Possibility to ban the effective entity in charge of compliance from Telecom activities for a period of up to 5 years
- Non approved devices can be seized and a penalty of around 1000 USD can be applied by ANRT.
While ANRT has never enforced those sanctions in the past, we don't know if ANRT will implement a market surveillance scheme
